The agreement outlines a robust referral procedure, ensuring contractors can find qualified workers through the union’s referral system. This system includes a tiered registration process prioritizing applicants based on experience, residency, and qualifications, helping contractors quickly connect with the talent they need.
Structured Apprenticeship and Training Program: The CBA establishes a Joint Apprenticeship and Training Committee (JATC) responsible for training apprentices, journeymen, and other electrical workers. This structured program, in line with national standards, ensures a consistent pipeline of skilled labor, benefiting contractors by providing access to a workforce with standardized training and qualifications.
Clearly Defined Labor Relations Framework: The agreement establishes a clear framework for labor relations, outlining processes for grievance handling, dispute resolution, and the roles of both the union and employers. This framework helps minimize disruptions and promotes stability in the workplace.
Predictable Labor Costs and Benefits: The CBA specifies wage rates, overtime pay, and contributions to various benefit funds, including health and welfare, pension, and annuity funds. This allows for predictable labor costs, assisting contractors in accurately forecasting project expenses.

Industry Cooperation and Stability: The CBA outlines participation in the National Labor-Management Cooperation Committee (NLMCC) and the Maryland Electrical Industry Labor Management Cooperation Committee (MEILMCC). These committees aim to improve communication, solve industry problems, and promote stability and economic development within the electrical construction industry.
